TMC defines project management as the discipline of planning, organizing, and managing resources to bring about the successful completion of specific project goals and objectives. Our process-based project management approach follows the Project Management Body of Knowledge (PMBOK Guide) published by the Project Management Institute (PMI), which is also consistent with our CMMI-based approach to software engineering. TMC has multiple certified Project Management Professionals (PMP’s) who effectively track cost, schedule, risk, and technical performance measures on TMC-held prime contract vehicles. TMC project managers have led software development projects of various sizes (up to 100 developers and support staff), with geographically dispersed teams spread across the country. Our management processes have been refined to enable successful outcomes even in the complex management landscape of government IT. For example, TMC supported NASA’s Program Management Office through our Chief Knowledge Officer Contract by providing timely metrics reports, which show project and directorate issue data changes for quarterly Board of Advisors meetings. We also report trending data for all analysis activities such that decisions can be made at the NASA Program level.
TMC has supported NASA’s IV&V Metrics program establishing the Program Metrics Plan (PMP), which defines the program data to be collected and the systematic processes/procedures for collecting and reporting IV&V Program Metric data. The PMP promotes a sustainable, understandable and consistent manner for collection, provides objective data analysis to management, such that, decisions are made based on accurate information in a timely manner to positively influence and report program status and progress. The scope of this metrics program involved defining the measurements, developing the plan, implementing the PMP using both pilots and program wide activities, performing training relative to defined processes, procedures and tools, interfacing with project management and headquarters stakeholders to solicit feedback on continuously improving the metrics program, generating lessons learned for sharing through the NASA Enterprise Content Management (ECM) system. The data profiled by this PMP aids strategic planning associated with their continuous improvement program and includes the full breadth of technical, cost, and schedule data.
ISO/CMMI Implementation Support
TMC personnel have been instrumental in supporting the implementation of both ISO-9000 and CMMI compliant systems for our prime contractors and our own corporate personnel have successfully implemented ISO 9000 and CMMI Level 3 capabilities for other businesses. TMC not only possesses these skills, but we have trained personnel for supporting audit team activities. Our adherence to process and procedures along with compliance auditing make us the preferred ISO/CMMI Implementation Support subcontractor for our large teaming partners. For over 10 years, TMC has tracked, audited, and performed change management on both ISO-9000 and CMMI Level 3 systems. Our TMC Rapid Application Prototyping and Incremental Development (RAPID) Methodology and its 75+ process assets have been self-assessed at CMMI Level 2, with many process areas being self-assessed at Maturity Level 3 (e.g. Risk Management).
